I am afraid I am not knowledgeable about Halloween, but with regards to feeding spirits, in the Buddhist school I am a part of you can feed the hungry ghosts with your leftovers after everymeal and I do a prayer ritual to help the ancestors and the dead every new moon and full moon as this is the traditional Tibetan / Chinese way of doing things. Unfortunately, you have to be a student of the school to do the practices and I will hopefully find other techniques on this course so that I can share them with others as it is a very important practice.
